Speaking Topic:

During the October 2017 PMI Governance Forum, PMI Atlanta partnered with Delta Air Lines for a PMO Challenge Workshop. During the forum, Delta Air Lines presented participants with two challenge statements and background on the organization.

October 2017 Challenge Statements:

  • How can a historically weak-matrix functional organization transition to a strong-matrix project based organization?
  • How can functional workflow (program upkeep) tasks fit into the PMO organizational structure?

Forum attendees were given 10-15 minutes of background and presented with these challenge statements to provide recommendations.

Forum Recommendations:

  • Value Proposition (13% of responses)
    • Attendees asked several questions relating to one simple question: Why?
      • Create a value proposition: Connect the change with improved throughput
      • Create a mission statement
    • Project Scoring/Prioritization (16% of responses)
      • Emphasized need for “intake management” controls.
        • Establish a Project Review Board (this requirement is being me t by the “Idea Steering Committee” consisting of ACS GMs/Dirs) to review and prioritize work (ideas).
        • Establish a common set of criteria for ACS leaders to rank and prioritize work.
      • Project Vs. Operational (program) work confusion (34% of responses)
        • Balancing program management work vs. project work.
          • Better definition of what will be a “project” vs “program management”
          • Separate operations resources from project resources (Create “project teams” and “Business-as-usual” teams)
          • “Keep the lights on” work is keeping projects from moving

Biography

Dan Petell is a Senior level Manager with strong leadership, problem solving and team building skills.  Over thirty years of management experience with twenty years in Information Technology. Directed a Project Services Practice, created and managed Project and Program Management Offices, lead multi-million-dollar programs, partnered with customers to provide business solutions they needed to achieve their strategic goals.

Alex Blench is an Air Force Veteran with 10 years of technical Project Management Experience. In his current position, he is a Demand Manager in the Delta Air Lines Operations Support, Process, and Strategy PMO. Alex specializes in Change Management, Process Engineering, and Process Improvement.
