Overview and Impacts of the Infrastructure Investment and Jobs Act: A Panel Discussion
The Transportation forum provides the project management professionals working in automotive, transportation and ancillaries to share knowledge of how they employ the principles of project management.

The Infrastructure Investment and Jobs Act (IIJA) became law in November 2021. This panel of transportation and infrastructure experts will discuss the components of the bill, opportunities, and industry response to the bill.
Aimed at rebuilding America’s roads, bridges and rails, expanding access to clean drinking water, ensuring every American has access to high-speed internet, tackling the climate crisis, advancing environmental justice, and community investment, this panel of transportation and infrastructure experts will discuss the components of the IIJA bill, business opportunities, and industry response to the bill.
Biography
Albert Shelby is an Atlanta, Georgia native that graduated from Southern Polytechnic State University with a degree in Civil Engineering Technology. Albert began his career at the Georgia Department of Transportation in 1998. During his career, Albert has served in the Office of Urban Design as a Design Engineer and Design Group Manager; and in the Office of Program Delivery as a Senior Project Manager, an Assistant Office Head and the Office Head. He currently is the Director of Program Delivery. The Division has approximately 1100 active projects worth $10.1B in CST/Utility costs.
Lee Upkins gained the majority of his 30 years of utility and CEI experience and transportation knowledge working in and leading GDOT’s District 7, District Utilities Office, and State Utilities Office. As state utilities engineer, he created training for the Utility Mediation Escalation Process, teaching at all GDOT Districts. Lee knows how to work with contractors and utility owners to meet project schedules, making sure utility issues don’t delay projects. He works with contractors to realize cost savings through constructability reviews, utility agreement reviews, providing utility coordination and inspection, and identifying outdated and ineffective utility practices to make recommendations that better align with GDOT.
Derrick Vincent holds a bachelor’s degree in Civil Engineering from Auburn University (where he also became a member of Kappa Alpha Psi Fraternity, Inc.) and a Professional MBA from Georgia State University. He is a licensed Professional Engineer registered in Texas, Alabama, Georgia, Florida, and South Carolina. He has a 20-year engineering career centered around various areas of transportation including: airport design, traffic studies, interchange design, heavy highway construction, project management and now sales. He is currently a Vice President in the Atlanta office and serves as the Client Account Manager for Georgia Transportations. Derrick is also a global leader in the Jacobs Harambee Network where he co-chairs the Recruitment, Retention, and Engagement Committee. In his free-time, he enjoys golf, billiards, and music.
